On October 28th, the rain and flood situation in Hội An (Quảng Nam) remained complex, even though the flood levels in the Thu Bồn and Hoài rivers had begun to slowly recede after reaching their peak on the evening of October 27th. Local residents and authorities are continuing to work tirelessly to respond and mitigate the aftermath.

1. The situation of the flood on October 28th.


On the morning of October 28th, the floodwater on the Thu Bồn River and the Hoài River (the section flowing through the old town of Hội An) was on a downward trend but still at a high level. The water level peaked around the evening of October 27th, exceeding the warning level 3 and much higher than previous floods in previous years.
  • The Old Quarter is deeply flooded: Many central streets in the Old Quarter such as Bạch Đằng, Nguyễn Phúc Chu, Nguyễn Thái Học... are still deeply flooded, with some places reaching nearly 1 meter or more in areas along the river. An Hội Bridge continues to be submerged in floodwater.
  • Transportation: Traveling in the flooded area still requires the use of boats as the main means of transport. Many shops and households had to temporarily suspend their business activities to focus on cleaning up their property.
  • Risk from upstream: Due to the impact of prolonged heavy rain and the discharge of floodwater from upstream hydropower plants (such as Vu Gia - Thu Bồn), the amount of water flowing downstream remains at a high level, causing the flood recession rate to be very slow.

2. The deepest flooded routes in the Old Town of Hội An.


These are the streets located along the Hoai River and in the low-lying areas, which are usually the "front line" that get flooded every rainy season:
  1. Bạch Đằng Street: This riverside route was severely flooded, with water rising in some places nearly 1 meter or more.
  2. Nguyễn Phúc Chu Street: Located opposite Bạch Đằng Street, this area is also heavily flooded, making it necessary to use boats for transportation.
  3. Nguyễn Thái Học Street: This is one of the central streets of the old town, which was deeply flooded, greatly affecting business operations.
  4. Châu Thượng Văn Street: The road connecting the city center to the Hoài River bank was also heavily flooded.
  5. Lê Lợi Street: This street and the alleys leading to the Hoài River bank are all deeply flooded.
  6. Trần Phú Street (near Chùa Cầu and Hội An Market): This area also started to be deeply flooded when the water level rose rapidly, and Hội An Market was also inundated by water.
  7. Hoàng Văn Thụ Street, Trần Quý Cáp: All the cross streets connecting the downtown area and the Hoài River are deeply flooded.
3. Another severely affected area.

  • An Hội Bridge area: The bridge connecting the two banks of the Hoài River has been either submerged or barely above the water due to the flood.
  • Hội An Market: Many shops and stalls were flooded by the rising water, submerged from 0.5m to 1.5m .
  • Residential communities along the Hoài River: Residential areas in low-lying areas and near the river (such as Đông Hà residential community) were severely flooded, with some places being flooded nearly 2 meters , forcing residents to move to the upper floors or rooftops.

4. Response and support work.


The local government and relevant authorities have implemented numerous emergency measures to ensure the safety of residents and tourists:
  • Emergency evacuation: On October 27th and the early morning of October 28th, the evacuation of residents, especially the elderly, children, and tourists in areas that are deeply flooded and at risk of landslides, was given top priority.
  • Safety warning: The government is advising residents and tourists to limit travel on flooded roads, especially at night and in areas with fast-flowing water, to prevent drowning accidents and other risks.
  • Asset support: The relevant authorities have assisted residents in moving their property and belongings, especially electronic devices, to a safe place to minimize damage.
